Victorian Mourning hair brooch

I have purchased numerous Victorian Mourning hair art pieces from the UK .. Recently,  a hair brooch was labeled restricted and was confiscated.. It just so happens to be the piece I've searched for, for many years and it was finally in my budget. How do you go about getting answers from this? The hair is sealed in a glass frame.

You would have to start with the customs agency that seized the item or was it just the shipper that refused to send it?  In any case I would start there.   You can also contact US customs and see what that say.  Odd items like that often need the services of a shipping broker that knows what to say on what forms to get it through.
