Usually GSP tooks about two weeks, three at the most, to deliver a international package - even in pandemic times.
But this time four weeks and nothing still. The package sent from Erlanger, Kentucky Global Shipping Centre, is stucked in Amsterdam or Madrid on its way to Portugal. There is no one I can contact, no telephone, no email, anyone, anything.
I'm avoiding to buy using GSP again and will ask sellers on eBay to change its policy so they can put an item for sale avoiding GSP.

Usually 3 1/2 - 4 weeks for me and I'm in Canada.

Can you please confirm which item you are having issues with? I do not see a GSP shipment in your account. You do have an item shipping through the ebay International standard delivery, which is currently in Portugal awaiting customs clearance. The item is expected to arrive by Dec 1st.
ebay standard international delivery and The Global Shipping Program are two different programs:

GSP is a DDP program, where the Buyer pays Duties and Taxes at the time of checkout. The international shipment transit times are faster than USPS and eISD due to this fact, as well as the utilization of charter flights into the EU area.
eISD is a DDU program, where the Duties and taxes are paid upon delivery by the the Buyer. This can cause slower transit times clearing items through customs in the same way as USPS or Royal Mail.
