Why is this happening all of a sudden? I've purchased like 10+ items this month and had no issues. Now, I can't even make an offer or buy it now for items located in Maine and I'm in NYC. And other items in the US. I'm not at a PO Box. My settings/address/etc. literally has not changed from last week when I was buying stuff to this week.

Alert seller he has a problem with his listing in the shipping section.

So I've been getting this message for several different listings, all different sellers. And it's definitely not me because I purchased something on eBay literally an hour ago. 

If it's a seller settings issue, could all these different sellers be having the same issue?

What is an Item Number with this problem?
