Forgive my bluntness but if you are using FedEx at $14.00 to ship an 8 ounce package to Puerto Rico (or anywhere else for that matter) you are wasting SCADS of money. That same 8 ounce package by first class will cost around $4.00 depending on where you are shipping it from).
And Puerto Rico is part of the United States.
Your biggest problem is you have Puerto Rico listed as the country.

Puerto Rico
The country is USA.
