USPS tracking incorrect on eBay only showing Preshipment scan well after traveling.Package now lost+

The eBay tracking shows my acceptance scan Nov. 25th, then made it to next facility Bethpage NY on Nov 26th. On Nov 29th there is an incorrect (scan?) at 6:15 am that says PREshipment info sent. 

USPS tracking has it arriving at Metro NY regional facility on Nov 26th. Might be same location as above. No mention of the scan or whatever that lead eBay tracking to upload the Preshipment scan. Then there is the automatic arriving late update on Nov 30th. Since then nothing. 

This was a priority package going from LI NY to Western NY. I don't think it actually arrive to the buyer, so I did contact them to alert them of the delay. (I know this is not always recommended). Luckily, not a very expensive item but what are my next steps? I would normally think it might just be delayed but the weird scan on the eBay tracking and then nothing updating makes me think the package is gone. I will probably just end up refunding but any advice is appreciated.

@busybeeshopper12. EBays tracking info has been glitchy for at least a couple of weeks. I have been getting the same peshippment acceptance scan notices on items that shipped  3 or 4 days prior.

I looked up your tracking on the usps site and it does say it's on it's way but arriving late. 

I suggest you contact the buyer and let them know not to worry that they will receive their item or a full refund.  

I had to send a couple of those messages this week for packages that are running late
