I sent out a Google Home Mini on July 28 (provide this item information for context, as that it was a rather large package that wouldn't slip in between the cracks as easily as a letter or something). This item was sent out through my local post office in person; I packaged and paid for the item at the desk. It was being sent to Doral, Florida from Hollywood, Florida (less than 50 mile difference). I later updated the tracking information to the item on the eBay item page and completely forgot about it. Today is August 26, and the buyer has opened a request saying that they never received the item and are requesting a refund. I checked the tracking information, and apparently the item was delivered on July 30 in Amissville, VA. What do I do?

Check if you were tricked with a second address on address line 2 on the Order Details page. If so, the buyer waited until just before 30 days after delivery so there's the least time to fix the problem, then started the refund request.
Important: Does the Order Details page say "Delivered" on the status?

Since you have no viable proof of what the address actually said, not much you can do. You could file a missing mail case on the USPS website but don't know if there's anything they can do. But they may try to recover it. Was it insured?

A couple days ago I bought an item from a seller in Texas (I'm in California) and today the USPS tracking shows the package is currently in Puerto Rico! **bleep**?

You will have to refund the buyer. Also, you need to visit your postmaster and ask them to start to investigate what happened and to find out exactly where it was delivered. They have more information on tracking than they provide to the public.
Depending on the level of cooperation from your postmaster, you should at least be able to get the PO location/phone number where the package was delivered so you can call them yourself.
Also, try following these steps:https://www.usps.com/help/missing-mail.htm
The problem may be that your package is, technically, not missing. Perhaps when you fill out the form, there is an option Delivered to a wrong address or something similar.
