I shipped out a package on Monday. As of today (Saturday), it has not been scanned by USPS. Buyer asks where the package is (he sees the same information). I asked at USPS and they say sometimes packages aren't scanned but it should have arrived by now.
I asked about initiating a lost package process and they tell me that is not possible until it is scanned. They also tell me I cannot file an insurance claim because it was never scanned.
What can I do? The only advice they gave for future was to always wait in line and make sure the clerk scans all packages and gives a receipt. But there seems to be no way to locate this package. They did say they haven't had any problems or theft this week.

You have to get your packages scanned and get a receipt. I learned the hard way about making sure I get my USPS packages scan and I always ask for a receipt. Fortunately for me there is a small package drop box and scanner in the lobby of my post office so I can drop off packages 24/7.
But I want to ask if anyone else is experiencing packages disappearing even with tracking. I ship from the main post office in St. Louis and USPS loses about 5% of my packages. Interesting enough when I use the drop box 100% of my packages are delivered. When I drop off over the counter is when I have issues. Most of the time the tracking will only show the initial postal scan and then nothing else. On top of that I get an email everyday on my incoming mail and even when packages are "out for delivery" it sometimes takes 3 or 4 days to actually get delivered.
Does this happen to anyone else or is this just a local St. Louis postal issue?

At least you should be able to claim the insurance since the packages are scanned.
That scanner on the drop box sounds helpful. We don't have 24/7 lobbies in this part of the country, so only option is a blue bin. It would be great if they added similar (or scanners on the blue bins). Instead, they only advise to wait for the post office to be open and wait in a line.

So, it looks like I need to issue the refund. eBay is telling me that they will refund some of the fees, but not all of them. Any idea why?

This page seems to indicate that I should get back all except for the fixed amount of the transaction fee, which is only 40 cents.
But, they are also not including the Ad Fee (which the linked page said would be included). And they are not refunding the shipping label either (and if I try to cancel the label, they don't allow me to do that). What should I do to get back the cost of the Ad Fee (which they promise) and to refund the shipping label that was never scanned?
Here is what I was charged and what I am getting back. Note that the order total includes sales tax; I assume they are refunding the sales tax to the buyer. The 229.95 includes the $225 item plus $4.95 shipping.

The promotion fee isn't refundable nor is the shipping label cost. Only the FVF less 40 cents is credited.

I think you still have time to void the shipping label.
- USPS: You have 28 days to cancel a USPS shipping label that you printed on eBay, and it can take up to 21 days for USPS to approve or reject the refund.

Why is the promotion not refundable? It says it is on the web page I linked:
"Fee credits for refunds (eligible fee credits are proportional to the refunded amount)"
- "Promoted Listings Standard fee"
Isn't that the promotion fee? Or is it something different? It is listed for the situation of "item not received".

Thanks. How do I void the label. This is what I see. I followed the directions on the page you linked. Label has never been scanned and it is less than 28 days.

Just an FYI. After I issued the refund, I was able to contact customer service via social media. They were able to process the promoted listing refund and to manually void the label (and issue refund) for postage.

I would go to Orders in Seller Hub and find Shipping labels and void the label there if possible.

i shipped 3 packages, printed label at kiosk as I usually do. dropped all 3 packages into the hole in the wall.. one package never got scanned. the other 2 delivered with no problems. the usps in my area is beyond incompetent with multiple bad reviews on google lol. after selling 70 items in a month and shipping using the same methods, first time it ever happened to me!! and yes, supposedly theres nothing that can be done!! I have a feeling the package is still in the location but the workers theres literally have no knowledge of their job objectives or text book procedures and are so freakin annoying and ignorant!!! theyll tell you wrong information and then yell at you as if youre the moron smh

Seems that inside mail theft is a rising problem. Probably best to make sure to have all packages scanned.
