USPS lost my "Parcel Select" package. What do I do now?

I ordered a small item weighing just 1.2 lbs. The order shipped with the UPS SurePost service which they transfered to my local post office on August 15th for delivery the following day. The next day comes, and no package arrived. I checked the tracking number and it says "Notice left" at 8:36 AM (which is much earlier than when the mail usally comes). I go outside and no USPS "notice" or pink/peach slip was seen anywhere. Not on my door. Not in my mailbox. Not on the ground (I was hoping it might of just fell off the door but nope). I was home ALL DAY and didn't hear any knocks of any kind. That, and my dog would usally start barking if someone was walking up the driveway.
The next day comes and my package STILL isn't delivered (and the tracking hasn't changed). So I went to my local post office in attempt to pick it up. I give the guy at the counter my tracking number and he begins to search in the back. About 10 minutes later, he comes back telling me that he can't find it and made me write my name and phone number down incase they find it (which is unlikely).
So now my package is lost. I know I'm covered by the money back program, but I know it isn't the sellers fault. Is there a form of somekind I can fill out (UPS or USPS)? The USPS tracking number says the service is "Parcel Select" so I don't think it's insured.

Hopefully the clerk will check with the carrier who supposedly attempted delivery of the package. The person who actually scanned the package is the one who can say where it is now. It could be at the carrier's station and maybe not in the area where attempted packages are kept.
If it is not found at your PO, then a lost package form can be submitted 14 days after mailing. This will start an investigation within the USPS to try to find it.

USPS package deliveries often occur separately from the regular mail carrier's route, so an early morning delivery attempt is not unusual.
First, make sure the tracking number belongs to your package and that the seller sent your order to the corrrect name and address. Is the delivery attempt in your zip code?
Did you speak with the mail carrier who actually attempted delivery at 8:36 a.m.? Where was the carrier at that time? The PO uses GPS to track each carrier's movement along a route. Is it possible the package remained in the carrier's vehicle and was not given back to the PO?
Is it possible the notice was left in somebody else's mailbox and the package claimed by that person? The form and photo ID are required, but mistakes can happen!

I still say that you need a GPS search for the item.

Yes, the tracking number is correct. The person making deliveries that day was someone else (according to the guy I spoke with at the post office)
I honestly doubt it was delivered to someone else as the tracking never got updated. It stills says "Notice Left".

Parcel Select seems to be a new service I never knew existed until 14 days ago. I immediately looked it up and when I saw the travel time I said “hell no”. Then I warned the two sellers I ordered from and neither listened. Both packages are missing for 14 days now so my advice is to avoid avoid avoid.

You posted to a year old thread.
But to clarify, Parcel Select is the on-line version of Standard Post which used to be Parcel Post. It primarily is used for very large or very heavy packages and those items that can not be shipped by air. Depending on what you purchased it may have been the ONLY option.
They may not be missing but inside a container or truck there may be longer periods without a scan update.

If a package can't ship First Class due to weight, then Priority Mail is the same or cheaper than Parcel Select for packages under 1 cubic foot and just a few pounds.
Parcel Select is a ground service. Yes, they all travel by ground transport.

Try and call your local post office and get the number for consumer affairs. They are able to see your box in real-time at the last known location it was scanned.

I work for USPS. ALL Parcel Select packages ship via ground. It is our GROUND SERVICE.
And for the most part unless the package is very heavy or going past zone 4 there isn't much difference in cost.
Such as if I ship a 3# package from my home in Ohio to Chicago via Parcel Select the cost for Priority is EXACTLY the same as shipping it via ground.
Now if I bump this up to 30# you would think Priority would be vastly more expensive. But you would be wrong. Though the cost is higher they would still be the EXACT same amount.
It will only change when you reach Zone 5. To find where YOUR zones change Google a printable postal zone chart for your zip code.
