I live in NL and ordered a package from the US, and the tracking is confusing me. How can USPS say they attempted a delivery at my location if they do not operate here?
Also, supposing either USPS or NL Post did attempt the delivery, I was at home and I did not receive a slip. I can only assume that the package is being held for custom charges or something related; I have not received any further information yet. How do orders like this usually work? Is this normal? Who do I have to contact if there is a problem?

Once the item arrives to your country your postal service takes over and scans the package until delivery, the tracking is simply uploaded to USPS as they are the postal service from where it was dispatched, slips are not always left, my guess is the package will be at your local delivering PO awaiting collection, take the tracking with you and the package should be there, very unlikely anything to do with Customs as packages are not released until a charge is paid which you are notified about. If you also go to your Countries postal service website and enter the tracking number it may actually tell you the delivering post office where it is located.
