USPS will charge sellers or their vendors for short postage. Packages will go to buyers as normal with no postage due. Sellers will also be reimbursed for paying too much postage.

I use mainly RRA, Medium Flat Rate boxes and Flat Rate envelopes. Whichever is the cheapest for the shipment. I can't remember the last time I had to weigh something.
Wait, it was a huge box going to Australia.

I don't and would never expect excess postage to be reimbursed. You overpay, that's your problem. But I have to say that I'm almost giddy thinking about all those shippers who have been scamming the system for all these years getting caught and having to actually pay for what they get.

eBay charges the regular USPS published domestic online commercial rates, which is why I linked to that page for FC packages in Notice 123. There is no special ebay rate.

The online rate IS the "commercial" rate. When you purchase postage directly from USPS through Click N Ship, you are charged the same retail rates that you'd be charged when purchasing postage over-the-counter at the Post Office. Also, AFAIK they don't offer First Class postage, only Priority.

I do not hold my breath that I would ever see benefit of any refund for overstating weight even if ebay were to receive the payment.
I did that a few times, then wondered what if the plane crashes and the loaders say, the package said 8 oz and we thought that would balance the planes weight.
