Look on the bright side. Had you received those boxes, you would have shipped items, only the have them too not arrive. It's a real mess at the postal service these days.

If you ordered them directly from the USPS website trying ordering from the eBay page that appears after you print a label and offers Ebay branded Priority shipping supplies or Vice Vera.
I ordered eBay co-branded supplies more than 2 months ago and those never arrived. I ordered supplies directly from USPS in April and got what I ordered - just took a little longer than usual.
