Mailing envelope size 15 x 11.625 do not show up as an option to create a shipping label. Only the smaller ones show up. Is there another option that should be selected to use these envelopes?

There are 3 special flat rate envelopes. All other envelopes, including the free Priority Mail Tyvek envelope, ship at the regular Priority Mail package rate.

Okay, so what I think NP is trying to say is that you simply select "USPS Priority Mail" and fill in the approximate measurements when using the 15 x 11.65 envelope.
So, I just mailed shoes and used the 15 x 11.65 measurement, then 4 inches for the thickness.
Don't know why he added the bit about flat rate envelopes as that just confuses readers and the envelope the original poster is talking about is NOT one of those.

My PO says the 15 X 11.625 envelops is not a flat rate envelope. Should not be used for flat rate priority packages. I have used them many times and they usually do not add on an extra charge but occasionally some nit picker does. They are more over flat rate envelopes.

I have been shipping tyvek envelopes under under the flat rate envelope option and I have never had a problem. Just the other day though a lady at the post office stopped me and said I was doing it wrong. My heart sank because I had aton of packages going out that day. I told her I had been doing it for months without any issues and she decided to let it slide and told me it was up to the distribution center if it was going to be returned or not. Luckily all of them made it. I guess it's a loophole but I don't think I'll be using it anymore until I get clarification. I called ebay but they had no clue as to what I was talking about.

As explained in post 2, the tyvek envelope is not a flat rate option. When using it you should pay the regular Priority price based on weight/destination to ship it.

There's no loophole; the Tyvek envelopes are not eligible for flat-rate pricing. It's likely that your underpayment is being detected at the sorting centers, and the postage due is being charged to your eBay account.

That is true, the Tyvek envelope is not flat rate pricing. You might get away with it but don't be surprised if you have an add'l cost or the envelope gets returned for not enough postage. I've experienced all 3, and the post office display with the mailing materials doesn't explain or clarify.
