USPS Parcel Select - still available but check box for hazardous material has disappeared

I just went to print the label for an item that needs to ship USPS Parcel Select Ground, but this time, the check box for "contains hazardous material" has disappeared.  I have always declared that (package contains a small rechargeable battery installed in a device) by checking that box, but that option is gone.  Does anyone know why?

Do I now need to take things like this to the Post Office and pay at the counter, then manually load tracking?  I'm not happy about that, if that's the case.  This has to affect a large number of sellers.

Hazardous packages are supposed to all be presented at the counter (so the clerk can ask you about liquid, perishable, hazardous etc.), but you can purchase your Parcel Select Ground label anyway in order to get the online postage discount.

That is what I will do, since I want to use Ebay's label.  I always wait in line at the Post Office to get my packages scanned, so I can easily mention it.  I often hear other customers who bring in things to ship get asked about "liquid, perishable, hazardous," but I usually don't get asked anything since I bring my packages with labels on them already.  I had at one time pointed out one package that was shipping Parcel Select Ground and said that it contains a device with a battery that has to ship by ground service and that I declared it as hazardous when I bought the label.  I asked if I had to do anything more, and I was told there was nothing else.  I've always just relied on that check box since then.  Suddenly that check box is gone with no explanation.

Electronic devises containing rechargeable batteries, like cell phones, tablets, watches, etc. are not considered hazardous as long as the battery is contained inside the device, unless the device/battery is damaged in some way.  So, there is really no need to send them ground. Anyway, I'd suggest pirate-ship.

I had thought that the rechargeable batteries were considered hazardous and that ground was required.  Is that really not so?  Is there something official from the USPS that I can see that says that?  I buy things that have batteries in them, and I often get them shipped by Priority Mail, and I figured that was a problem.

What is the advantage of Pirate-Ship?  Ebay labels are working great for me.

Man don't give yourself the over the counter headache, I sold some small cans of spray paint I picked up a box lot of and the only option they'd give me at the counter was priority mail for like eight bucks for something I sold for $7 with free shipping.   I printed labels, checked the box, packed them up and put them in a drop bin at the post office and off they went all arriving as intended.  

Just get some stickers ORM-D or the like and add to the package when it goes.
