is anybody else having issues with usps delivering your mail???? apparently my package was suppose to be delivered on August 3, 2020, but it has yet to show up. the person i bought from refuses to give me a refund. i am beyond furious at the this point, i told the lady on the phone today that i have contacted usps more than once but it has yet to arrive and i have bugged them since the 7th of August and i just filed a missing mail claim.. what do i do??? its been a month since the package was shipped and it was a bday gift from my mother

You have the option to file an Item Not Received case through the Resolution Center link at the bottom of this page. But you need to file soon i.e. by 30 days from the estimated delivery date I believe. eBay will see that you get your money back. By eBay policy the seller is responsible to get the package delivered to the buyer in the condition as described in their listing.

You post on ebay forum so I presume the purchase was made thru ebay. Also you say the gift is "from my mother"...shouldn't it say "for my mother"?
When you say the package was supposed to be delivered by August 3. It is the ebay's estimate? Then you have until September 2 to file an item not received (INR) case (within 30 days from ebay's last delivery date estimate). You should do it immediately thru the resolution center. Don't call or send emails to your seller. Communicate only thru the resolution center. Make sure that your messages are not emotional (like your post seems to be), but they are factual.
If you purchase something on ebay it is the seller's responsibility to do all the things that you have been doing, contacting PO, filling a missing mail case etc. if they are unwilling to send you a refund. BTW what does the tracking show?

Assuming there's no tracking, since you make no mention of it?
Why not just open an item not received case in the Resolution Center, bottom of any eBay page.
No need or reason for extended correspondence with a seller.
Have you read eBay's Money Back Guarantee for buyers, seen in every listing?
