For quite awhile now I've had to print my USPS Express International shipping labels thru paypal or shipsaver. They do not offer the same discount as ebay labels.

Ebay does not allow the purchase of USPS International Express, just Priority and First Class.

Anyone know why?

Yes, you can print EMI labels through eBay.

I know at least at one point (and I assume it is prob the same now) certain countries you couldn't buy postage online for EMI to certain countries. You had to buy it at the PO.

The drop down menu does not show EMI, just PMI and FCMI 😞

Maybe it has to do with which eBay shipping label flow you are using.

I haven't printed an international eBay shipping label in years so can't recall details about the classic flow options and can't test, but I'd wager that if an option is missing it would be in the new label flow.

If so, try reverting to the classic flow for printing EMI.

If you haven't been forced into the new label flow already and are already using the classic flow, it should be possible to use the new label flow in one off fashion, by manually constructing a URL of the form
https://gslblui.ebay.com/gslblui/new_label?transId=987654321&itemId=123456789012
to the new label flow page for that label using data (the transID and itemID) from the sales order details page URL.
Basically the opposite of what is detailed here:

(unknown if it works if one hasn't been forced into the new label flow - and I can't test that as I have been "opted in")

What country are you trying to ship to? As I said above, for some countries it might not be an option. Here is a label I could print today for a package going to Canada:
