For my listings over 1 lb (old Parcel Select), the new rates are much higher, on both the actual listing and the listing tool page. It looks like the system is using Ground Advantage RETAIL instead of Ground Advantage COMMERCIAL??
Am I the only one having this issue?

Why is that an issue? You do realize that if you charge your buyer the discounted commercial rate you are losing money because eBay is going to take 13%+ of whatever you charge your buyer. So if it costs you $20 and you charge your buyer $20 eBay is only going to give you about $17.40. Why would you want to do that?
And it doesn't matter what the calculator shows, when you go to buy the label you will automatically get the commercial rate.

If you want to charge the online rate, you have to adjust your site preferences under "Offer carrier-specific discounts for buyers".

USPS did something very strange when they split off the old Parcel Post into the same service with different names for retail and commercial - Retail Ground and Parcel Select.
Now that USPS has normalized it, Ground Advantage is like Priority and other services where there's a retail rate and a commercial rate for the same service under the same name.
So if you want to charge commercial rates for Ground Advantage, that setting will apply to all services including Priority. But as richard1st said above, I'm not sure why someone would want to do that unless they're building the loss on shipping into their item price.

Thanks for the info. I understand the economics, but would prefer to offer buyers the lowest shipping available.
I tried adjusting the site preferences as suggested, but it doesn't seem to be working.
I changed the setting to offer buyers the USPS discounted rate yesterday morning, and today it's still showing the higher Retail rate on the listing page.
Any thoughts?

The Help page says, "changes you make only apply to new or edited listings where a shipping cost applies."
I think that option used to have a checkbox which said, "Apply to current listings."

Yep, looks like eBay removed that check box.
So @jazzymoose34 will have to pull their listings into the bulk editor then submit changes. Even though no actual changes are made, it will (or should from past experience) be enough to force the update.
