I want to list an electronic item that weighs 14oz. However when I select First Class Package for USPS The price starts at $7:35!! The same as Priority mail why is that?? I thought ebay offered discounts for items under a pound. Can someone please explain this to me.

They do and that's the wrong price. You are doing something wrong with your setup

The eBay shipping calculator can be set to show either the online rates or the retail rates The default is to show the retail price, where the weight limit is 13 ounces. So if you enter a weight more than that, the calculator does the same as the clerk at the Post Office counter would do: They upgrade to Priority.
There are two workarounds: (1) set your site preferences shipping option to show the online rate ("carrier discounts"); or (2) post the weight as 13 ounces. Postage cost for First Class packages goes in 4-ounce increments, so the cost for 13 ounces is the same as for up to 15.99 ounces.
If you go with option (1) it will apply to all of your listings, including for Priority Mail. Many sellers choose to leave the calculator set up to charge retail because then when they purchase online postage they have a little built-in handling fee.

I list my First Class things at $6 Flat Rate. I may also list the weight at 8, 12, or 15 oz., just to get a Prefilled Label after the sale.
When you sell , make sure that (on your 14 oz. items) you default the weight to 1#, 0oz. That defaults to print a First Class label that reads 15.9 oz., and will hold your eBay discounted rate at about $5.02.

$5.02 is the price for Zone 4. Why not just use the actual weight when listing and when printing the label (with the exception noted above)?
