I would like to know why sellers don't offer USPS First Class Package International Shipping to Canada for $14.95 when it could be applicable? Weight up to 4 pounds, value to $400.00, tracking included, delivery time 10 to 21 days. The Global shipping program is taking easily as long for my purchases to arrive in Canada anyway and most charging USPS Priority International at twice the First Class Package Int'l rate. I know the shipping costs are curtailing my shopping on eBay and must be affecting others as well.

I charge $14 for shipping to Canada. I ship on my own, not via Global Shipping. Some sellers feel more comfortable shipping with Global Shipping, which is more expensive and slower.

One example ...I am in Canada when I sell on eBay there is an option to enter shipping to USA there is also a separate option to enter shipping to INTERNATIONAL destinations. Also, of course a separate option to ship within CANADA.
3 different shipping sections each with a choice of shipping methods.
I don't even know if Canadian sellers can ship GSP I hate it and cutting down on buying from sellers that will only ship with it.
Do you mean this?
Shipping to: Canada, United States in your shipping? AFAIK any US to Canada and reverse is International however you are trying to word it, and yes GSP is available for sellers in UK, USA and Canada

I wonder where you are getting this information?
You can verify postage on usps.com -- note that figure will be postage -- not a shipping figure which includes packaging supplies, gas to post office, etc.
And, yes...Canada is International and a Customs form is required.

Getting back to the original question, I am wondering if what @maureenr5700 is asking is simply why US sellers use GSP for all international shipping instead of offering First Class shipping to Canada at a lower cost. If this is was meant, I think it is because simpler for inexperienced sellers not to call out Canada separately. This is what I began doing to Canada a while back. Notice that Canada is under the International shipping options

I've been a seller on eBay since 2003 and have shipped at least 100 packages to Canada and not once were they considered "domestic" - they were ALWAYS international.

No one is saying they are DOMESTIC ... When I sell on eBay Canada I have THREE choices of ship to options: CANADA, USA, or INTERNATIONAL as in Europe, Asia, Africa, Britain, Australia etc.
If you can understand the above perhaps you can understand when I say USA isn't always considered International😊

Again no one is saying DOMESTIC ...When selling on eBay Canada we have Three choices of ship to options: CANADA, USA or INTERNATIONAL as in United Kingdom, Europe, Asia etc.
That is why I say Canada to USA isn't always considered International 😊

Thank you. I don't know how to transfer a web site article to this venue.

You're listing on ebay.ca, not ebay.com. Two different sites in two different countries with two different postal systems. Ebay.ca may not consider the US international, but ebay.com does consider Canada international.

Thank you for the sweet defence
When selling on eBay Canada we have 3 options on ship to choices: Canada, USA or International as in Europe, United Kingdom, Asia etc.
That is one example of why I say Canada to USA isn't always considered International.

I use separate IDs for selling, buying and posting to protect my accounts. Too often posters here get upset when they don't like what others have to say, and it's usually because they don't understand how a policy or service works and refuse to believe they are not 100% correct on all matters. These people have retaliated against posters with malicious buying and I choose to not let that happen to me.
I read what you posted (numerous times) about why you believe shipping between the US and Canada is not always considered international. Your interpretation is incorrect.
My post #2 above and PJ's post #8 above both provided thorough responses to your original question about why some sellers use GSP instead of shipping direct. You ignored that information in our posts.
I personally ship direct to Canada every week and it costs more than you seem to believe it does.
You can choose to respond with another rude comment if you like. I will choose to remain polite, respectful and informative in my posts.

Canada Post does have one set of services specifically for the US and another set for all other countries. That’s why when you set up shipping on the .ca listing form the US has separate services than other countries. But note that any shipping outside of Canada is set up under the international shipping section on the listing form. Shipping to the US is always international.
Unlike Canada Post, none of of the services that USPS has are just for specific countries. So usps first class international is for any country outside of the US that The price is based on the weight and also on the price zone that the country is in. So a 6 oz package going to Canada will be priced at the zone 1 price for a package of up to 8 oz. The same package going to the UK will be priced at the zone 3 rate. As others sellers have been saying, shipping from the US to Canada is always international.
