I just drafted a new listing using the two shipping options USPS First Class Mail and Priority Mail, after saving and then rechecking later for accuracy I saw that both shipping options were the same price I use calculated shipping and had this happen last week as well. Normally they differ by a few dollars. Has the First Class gone up in price or has Priority Mail gone down or is there a glitch of some sort.

There was a USPS rate increase a week or so ago. I see a strange shipping option in your 'Egg Cup Set', for example. You have a USPS Parcel Select Ground price at $8.04 and a Flat Rate Envelope price at $7.95. Those egg cups will never fit into an envelope.
You might want to revisit your shipping options on all your new/'quirky' listings. Good luck.

The shipping calculator in eBay listings defaults to show the retail prices. The weight limit for retail First Class packages is 13 ounces. So when you enter a weight above 13 ounces, the shipping calculator does the same as what the clerk at the PO counter would do -- upgrades the shipping to Priority.
Under the new rates, the onlineFirst Class package postage prices for packages weighing 14-15.99 ounces are the same as for 13 ounces, so the workaround is to enter the weight as 13 ounces. Or you can change your site preferences to charge buyers the online rate, but that will affect all calculated postage in all of your listings.

I have all my Listings set to the eBay Rate. However it is not a choice I found within the Listing in the Shipping Section. I do not recall where the choice is to decide between the Retail Rate or eBay Rate. Can you point me to it?

It's in your site preferences, it's not listing-by-listing.
Go to Edit in "Offer carrier-specific discounts for buyers" and on the next screen you'll see a button for "Offer eBay-negotiated discount rates." Which in reality for USPS domestic shipping is just the regular online Commercial rate.

Ok, very good. I had found that page any played with some of the settings but I guessed I missed the "Offer eBay-negotiated discount rates." I see a lot of settings on that page that I am afraid to mess with.
Do you know if there is a way to add a Percentage to the Shipping Fee. I found Surcharge but that is a money amount.

I don't know of any way to do that. Sellers who want a built-in proportional handling fee can just leave it set to charge Retail.
