Assuming you are referring to a purchase you made on eBay, here's how to handle the situation when/if your purchase is not delivered by its estimated delivery date as seen in the listing where you made the purchase.
First, find this transaction in your Purchase History and check the EDD. If that date has passed by at least one day, you can open an item not received case with eBay.
Within that transaction, click on "item not received". That opens an INR case. Then wait 3 days for a response. On day #4, you can ask eBay to step in. If, however, there is tracking showing that your package is moving, eBay may ask you to give it a few more days.
