Is it OK in Ebay for a seller to list an item ships from the US, mark it as shipped without shipping then message wanting to send from China about the day the package should have arrived?

No. If it's past the last estimated day of delivery, file the Item Not Received dispute now. Do not close it out (regardless of any promises or claims made by the seller) until it has been resolved to your satisfaction, with either a full refund (recommended) or the product itself. Do not close out the dispute for any other reason as you will not be able to reopen it later.

It is not OK. This is a dishonest seller, and if they are telling you a package is coming from China then it will never arrive. As soon as eBay's expected delivery date has passed, file an Item Not Received claim in the Resolution Center to get your money back.
Sellers like this may try to give you incorrect advice that will cause you to lose your rights to the refund. Pay no attention to any messages from this seller ... just work with the eBay refund system.

No it's not ok, but ebay does not currently offer any help or assistance to buyers who have been deceived by these slimey sellers. Hopefully they will in the future.
