UPS additonal charges

Why do I always get an additional shipping charge from UPS? Usually about three weeks after paying for the original shipping. I own a postal scale and a ruler and know my weights and dimensions are correct.

Although USPS labels are paid for when generated, if you are creating the UPS (or Fedex) shipping label thru eBay, then you don't pay for shipping at the time you create the label.  Instead you end up getting billed for it a couple weeks later, probably after the package is delivered.  (See example below when creating a UPS label as it says "We'll charge you after the label is used".)

So you aren't likely getting a second charge for the same shipment.

UPS additonal charges

If you go back and look at your payments you will see you aren't charged when you printed the label. The charge comes after it's delivered and submitted to ebay from Fedex or Ups.
