Why do I always get an additional shipping charge from UPS? Usually about three weeks after paying for the original shipping. I own a postal scale and a ruler and know my weights and dimensions are correct.

Although USPS labels are paid for when generated, if you are creating the UPS (or Fedex) shipping label thru eBay, then you don't pay for shipping at the time you create the label. Instead you end up getting billed for it a couple weeks later, probably after the package is delivered. (See example below when creating a UPS label as it says "We'll charge you after the label is used".)
So you aren't likely getting a second charge for the same shipment.

If you go back and look at your payments you will see you aren't charged when you printed the label. The charge comes after it's delivered and submitted to ebay from Fedex or Ups.

I have the same thing going on with a UPS pkg... how did you contact an ebay rep? they make that hard as well.
I got an extra shipping charge and I double checked both the weight and dimensions before printing shipping from eBay. I suspect that their automated scanning of the package picked up another package below it or something... it is not correct that they are adding $13.40 I'm loosing money on this deal! I don't think I can sell on eBay anymore- loosing money, its ridiculous... Please help!

In order to help you determine if your charge was legit or in error (and how to appeal), view the label details and expand the section on the bottom right that says see cost breakdown (highlighted below in green). Black out order #, tracking #, and buyer ID and post a screenshot.
Please also provide a physical description of the package (box, bag, tube, box with handle, etc).
