Won large lot of item s, seller had two ship in two boxes, he posted both tracking numbers. Only one box was delivered, the other one never made it. So I may need to make a claim, would I say not received or not as described

What is the estimated delivery date?
I sent pkgs on the same day to a buyer. One was delivered in 2 days. The second one took 5 days. Both were sent priority but went thru different post office distribution centers.
If the tracking shows the second package was shipped, I would be patient.

If it was a single listing, I would go with Not As Described. INR is kinda an all or nothing deal.

Why would you advise someone to LIE and state not as described?
IF the large lot was a single purchase, and the other box does not arrive, the shipment was incomplete, and Not As Described would be the correct claim. The longstanding standard has been that if you receive anything, even an empty box, SNAD is the correct claim. In this case, the buyer received half of what he ordered.
So then if the seller choses to also lie and say "return for refund" what exactly are they suppose to return?
If the seller chooses that course (which again would not be a lie), the buyer would have to return the box that was delivered. A "lot" listing is treated as a single item, unless buyer and seller come to some other agreement.
You cannot open any case until the last estimated delivery day passes anyhow.
No, but it would be foolish and dishonest to open the SNAD until the buyer is convinced the other parcel is not going to arrive.

Just to make sure we're on the same page, it's SNAD if this was a single purchase for a large lot of items
If there were two separate listings from the same seller, and one listing's worth was lost, that would be INR.
If it were a hundred individual listings with combined shipping, phone eBay. You'll need help.

One listing number, several items, shipped in two packages, two tracking numbers, two tracking numbers listed. One has been delivered , one still says in trans. should have been here four days ago. Will wait. If it does not show up will file a not as desc. claim, it would be the same as a single shipment of several items, and I did not receive all that was described in the listing.

You could always give the seller a head's up that only one box has arrived. Not sure what will the outcome would be, but it would give them the opportunity to call the post office and start a Missing Mail Search Request.
