If the tracking number shows the package as DELIVERED, the seller has done his/her job.
The buyer has to track down the package: check with household members, neighbors, bushes, porch.
If the package still cannot be found, buyer needs to take the tracking number down to the post office. They can check their internal systems to see who scanned and delivered the package and check with that postal carrier to see if s/he remembers the package.
Someone may have stolen the package out of the mailbox or off the porch. File a report with the police department.

eBay doesn't show my order in their files even though I have 3 text messages from them concerning the order.
1. Look for your missing item at the bottom of this page and
2. click More action then Return this item to start a return request
3. using the reason Missing parts or pieces (click Show more to see the list)
Then if you don't get an immediate refund, wait 3 business days to ask eBay to step in to either get a refund or a prepaid return label. If you get a label, enclose exactly what you received inside any empty box, affix the return label, and drop it in the mail. After the label is delivered/not delivered to the seller, you'll get your refund.

I don't believe that this is very sound advice. If the OP truly hasn't received the item, a return request would result in them being in the position of having to return something that they do not have. To return something other than the item that they purchased would be Mail Fraud and a federal offense.
If the tracking shows that the item was delivered there is really nothing for eBay or the seller to do. The OP's best bet would be to contact the carrier and attempt to find out where they delivered the item. If it was stolen after delivery, the OP should file a police report and I would recommend discussing the problem of security with their apartment complexes management.
