You don't need to contact the seller... returning for a refund is automated. Find the item in your Purchase History and press the big, blue 'Return this item' button. Cite that it was Not as Described (or Missing parts or pieces), confirm and submit.
Your seller will either send you a return shipping label or send you a refund. If the seller hasn't taken action after 3 days, you can ask eBay to step in. You'll be made whole.

How is it the seller's fault? The package needs to be taken to the post office and show them how it was cut open. I find it hard to believe that the postal service delivered a cut open empty box. Something is not adding up here. JMO.

Because it's the seller's responsibility to ensure that the item reaches the buyer safely. It could have been someone handling the package cut it open, who knows for sure what happened. But how can the buyer be held responsible for an empty package unless you are going to accuse them of not being truthful?
