Trying to buy something, running into glitch, scam?

Hello,

 

So my issue is that I used a 'Make best offer' and it was accepted. The item said it shipped to U.S., and I'm ready to pay. However it says my address isn't accepted, that seller won't ship to my address. It tells me to request new total and request that it is shipped to my address. When I try to use this button I get an error 80003. I've tried a few fixes to get past this that I read on other threads, none of them worked. I ended up sending a seller a message but they haven't replied yet and I'm starting to get worried this might be some intricate scam or something, IDK. I don't use ebay much but the times I have before I've never had such problems. Is this a known issue?

I don't think it's a scam but more likely a glitch. I had a customer from the U.K. who was given messages that she couldn't buy from me because I don't ship to the U.K. That's untrue, I do. But there was no way that I could, as the seller, fix that problem for the buyer and I lost the sale.

Thank you for the insight, it is a bit more reassuring. Will I get a mark against me if I can't pay do to this glitch, do you know? I am unable to checkout/pay because I cannot request total.

Not sure about that. This is eBay after all. But even if you do, you have a few defects at least, probably many, before you would come on to eBay's radar as a problematic buyer. I wouldn't worry about it.
