Wait until 1 day after the estimated received by date and IF the item hasnt arrived, file a "not received" claim.

All Buyers are covered under the MBG.

You should take this time to read it.

Also Russia has been sanctioned and all sellers / buyers who live there can not sell or buy.

This in no way says that the seller "fled with your money"

There is a expected delivery date: file an item not revived case the day after that.

Dispute the charge with the issuer of your credit card. Reason: Vendor is in Russia and unable to supply product.

"Dispute the charge with the issuer of your credit card."

Terrible advice until the OP has completely run out of other options. ALWAYS start with the eBay Money Back Guarantee; in this case, by filing an Item Not Recieved case one day after the estimated delivery date has passed. If eBay cannot satisfy for any reason, then file a case with Paypal (if it was used). Filing a chargeback should always be the absolute last option.

You saw an estimated delivery date when making that purchase. What is that date?

Have you not ever read eBay's Money Back Guarantee for buyers?

If/when your item has not arrived within a few days past that date, you can open an item not received case.

ALL eBay buyers need to learn how to use the tools eBay gives them to resolve a problem if/when a transaction goes wrong.

It depends on whether or not you want to wait months while eBay "investigates."

Typical advice! Do not do this!! Everyone (even from Russia) is covered with the money back guarantee. If you do not receive your item by the due date follow the prompts to get your money back via open a case item not received. I have no idea how the mail is working right now in your country and I apologize for what you’re dealing with in your country, but eBay will side with you no matter what if you paid and did not receive your item or money.

Hi @ainpie-10

The OP is a buyer in the US.  They purchased the item from a Russian seller.  [The buyer will have no difficulty getting a refund from eBay ... so you are correct in telling them NOT to do a chargeback.]

What makes you believe that the buyer will wait months while eBay investigates?

If/when an item has not been received by a day after the EDD, the buyer opens an INR case with eBay.

After 4 days of still no receipt and no response from the seller, the buyer returns to that case and asks eBay to step in.  He will be refunded within a few days.

The system says you have to wait a few months to file an item not received case @gilsa22 because of the slow international economy shipping method the seller offered. Buyers can't file a not received claim until after the estimated delivery date has passed.

You can go to eBay support on Twitter or FaceBook (they're US-based) and ask if it's possible for CS to file the not received claim from their end - since Russian sellers are currently restricted it's possible they will be able to help you sooner, but I would be hesitant to go that route since it's possible the seller was able to ship before the restrictions were put in place. If they were able to ship then the item could already be on its way to you.

When you were communicating with the seller before the restrictions, did they indicate whether or not they had shipped your purchase?
