Some sellers don't update the tracking. How do I get to know the seller has a tracking system before purchasing a product?

You would have to ask the seller if they use tracking. Ask this question before to you commit to a purchase.

What do you mean by that?
Are you receiving tracking numbers but it says the shipping company is awaiting receipt of the item? If so that can mean a seller is shipping from another country (usually China) and until it is in the hands of the shipping company in the U.S. no updates will be available.
It is possible you bought from a new seller, who is waiting for their payment status to change from Pending to Completed. Many new or returning sellers do not know there will be a hold placed on their first few payments, and they do not know how to deal with it. A seller can have a fair number of feedback and a 100% rating, but all of their feedback may be for buying. That is just one reason why you should check the feedback profile of each seller you consider buying from.
If your seller is not providing tracking you needn't worry about it. If it does not arrive by the last estimated delivery date, the next day you can file an Item Not Received (INR) dispute through ebay and get a refund. eBay does not require sellers to provide tracking, though it is in their best interest to do that.

Tracking is for the protection of the seller, all a buyer needs to worry about is that the item arrives by the estimated date.
Many sellers do not use tracking, those that do are not required to upload it, unless requested via a case.

Sellers do not "have" tracking systems. Delivery companies have tracking systems. And tracking is updated by employees of the delivery companies, pointing their scanning devices at the barcode on the label at key points along the delivery route.
If a package is sent by FedEx or United Parcel Service (UPS), tracking is always included, as part of those companies' programs/systems. Those companies generally charge more than the United States Postal Service (USPS) for packages of similar size and weight, but also offer fast and guaranteed delivery dates.
Many, but not all, eBay purchases that are sent through the USPS will include a tracking number when the eBay seller purchases postage and a label through eBay. Generally, if the item is something that can be sent in a letter-sized or legal-sized envelope, weighing not more than two, maybe three ounces, tracking will probably not be included.

Yes.
I have bought a lot of items and even received them on time.
But two items of these not received had not been with the tracking number. I have contacted the sellers and given my issue to them. They said open a case "Item not received". But I didn't, and I thought the covid issue might have affected this, and, sent a message to the seller.
The refund period was over, but I waited more than a month, was not received. I talk the seller, and they said to open "Item not received case", Even the refund period was over, They were kind enough to give it to me. But the problem is not this but time. After again purchasing those items from another seller, and again should wait one month to receive them.
