We all have to decide on which hill we want to die. On eBay, tracking showing delivered anywhere is Delivered, as this "delivered in another state" has been posted on these boards many times.
Never file an Item Not Received case if tracking shows Delivered. You'll lose, the seller keeps your payment, and feedback is blocked/removed if already left. Then when you appeal, eBay pays your refund, and the seller keeps your payment.
Instead, as you wrote, file a CC chargeback, for a refund. Your card issuer does not use bots to review the tracking number. Their humans will even call the shipping company if needed to confirm that it's a fake delivery to another address in your zip code or a different state, if the tracking number does not already speak loudly enough for itself.

Also to be clear, I had eBay call me about 2 of these (both happened the same day) and explained on the phone and they agreed it was not delivered to me. If I lose those 2 then I guess it's calling the CC next.
They blocked my feedback on the 1st item from last week so I cannot make others aware unfortunately.

Okay here's a doozy, the 2 sellers responded to the dispute with exact same words and signed name. They are the same entity with multiple accounts. Not only that, they admitted that they lied about the tracking. I tried contacting eBay about it again but they "are not available" to chat.
