A buyer said they didn't receive an item. The tracking says something like, attempted no access to delivery location. Does this mean that it is the same as delivered?

Likely the item is addressed to a business location that is/was closed at the time of the attempted delivery.
Carrier will make additional attempts to deliver the item; has happened to me several times without issues (be sure to follow the tracking).

Maybe they weren't there when delivery was attempted. The buyer should have received a notice to pick it or or reschedule delivery or maybe the PO will try back on Monday. You should be covered if it made it to their PO and delivery was attempted.

In addition to the above possibilities, it could also be anything along the lines of a locked gate, a dog in the yard, anything blocking the sidewalk (like vegetation, for example) or access to the delivery location.

Sometimes I like to look up the delivery address on Maps or Google Earth. Can often get a sense of what's what, because sometimes the address doesn't look anything like it might "sound", if that makes sense.
Is there a specific USPS tracking "event" visible to the sender or seller if the Carrier leaves notice, e.g. the 3849?

It could mean that the gate was locked to the residence, or the office building was closed such as during the weekend. The USPS normally will re-attempt a delivery the next working day unless there is a problem at the recipients address.
