So I bought a few things from some overseas seller. No big, I've done it before. However, a week after the tracking information was provided the packages have not been marked as picked up and the seller is not longer a registered account on ebay. Do I need to wait until the end of the delivery window to request a refund or is that sketchy enough that ebay would refund it now. I am currently at the beginning of the delivery window but it'll be another 2-3 weeks before the end of it.

Yes, you cannot file an "Item not Received" claim until after the delivery date has passed.
Sometimes, tracking information from 3rd world countries will not really update until it hits the US border ... sometimes, it won't update even after it is in the US.

Yeah, I'm in the same predicament, as you. I ordered an item last month with a delivery estimate of Oct. 24 to Nov. 29. Right after I made the purchase, the seller's status immediately turned to No Longer a Registered User. Now I'm waiting for Nov. 30. Then I will start jumping through eBay's hoops, and send a message to the seller and request a refund. They will of course not respond, because they are No Longer a Registered User. Then I will ask eBay to give me my money back. Based on past experiences they will issue me a refund. I'm not sure if it helps or not, but one thing I like to do is send the seller a message about five days before the deadline and request an update on the item. Of course they probably won't even see that message, but it shows eBay that I have already tried to contact the seller at last once before.
The seller I bought from is still showing 100% positive feedback. LOL. I suspect that number will drop below 50% around the first of December
I just hope that eBay doesn't hold these cases against us buyers. Because right now the only way to buy from Asian sellers is to rely heavily on eBay's money back guarantee. Because about 50% of the Asian sellers are scammers, even if they have 100% positive feedback.

If you paid using Paypal, you should be able to file an item not received claim before the delivery date.
