Tracking Updates/Shipments Delivered Tracking Not Updating

New to the selling world with trading cards on eBay. I made a sale using eBay standard shipping envelope with eBay tracking. The shipments estimated delivery date was Aug. 10th to Garnavillo, IA. I noticed tracking hasn't updated since Aug. 8th last location Cedar Rapids, IA. After a couple days I reached out to buyer apologizing for the delay in shipment and their patience also thanking them again for the purchase. No Response. I tried reaching out couple times and still no response. Next tried using the automated help through eBay every variation of questions I would get the same result Contact the Carrier. Ended up calling the postal service in Cedar Rapids, IA they stated they can not track packages using eBay  tracking numbers. Not to sure what to do with this situation considering it was my 2nd sale completed.

On a different sale and shipment kind of a similar thing using same shipping method eBay standard shipping envelope, tracking wasn't updating showed it has been delayed. Waited a day to reach out to buyer and again apologizing for delay and thanking them for their patience along with their purchase. Shortly after sending the message they responded back with shipment HAS been delivered and all is good. Tracking is still showing delayed not updating to delivered.

Is there a way for the buyer on their end to manually complete an order? If package has been delivered. How would funds come off hold if the order is technically completed just that the system is NOT updating? Is it possible that on the first order they did get the package and just not responding along with tracking not updating? Just starting out, how could this affect my seller rating? Is there anything else on my end I possibly could try?

My concerns are buyer(s) are receiving item(s) and funds are still on hold. Along with is the package actually lost and buyer(s) are just not responding. I really don't know what do to do with either situation. Thank You for reading through this and any feedback is greatly appreciated.

I would stop messaging buyers asking if they received the item.

They could, if not being honest, file a Not Received claim and you will be refunding.

If the tracking system doesnt catch up, you will get paid in about 30 days. New sellers have payment holds and even showing delivered doesnt mean payment now. 

eBay has the MBG with is for 30 days after delivery and eBay would rather the refund come from you not eBay.

Yes it is possible that they did get the item even though it was not scanned as delivered. Contacting them could be a problem as they would then realize that there is no delivery scan. If they are dishonest, they may then open an item not received claim even if they have the item.

eBay standard envelope is not typically tracked mail. It is metered mail and is 'scanned' by machines at the different sorting centers, not by any post office staff or mail delivery staff.  The 'delivered scan' will appear after it is scanned at the last sorting center before it is delivered. If for some reason the envelope doesn't go through the machine properly, there will be no scan but it can still be delivered.
