I have an eBay shipment that was supposed to be delivered yesterday, and the tracking showed "Out for Delivery," but it didn't get delivered. When I checked this morning, the tracking showed "Insufficient Address." I messaged the buyer the address I had, and he said it was correct. The buyer has a good number of recent buyer feedback, so I assume he has been receiving eBay orders at this address without problems.
What would be the best way to handle this? Would it be worth it to contact the destination post office to see if they can retry sending it to the buyer before returning it to me? What would be the best thing to do if it does come back to me? I'm still new to eBay and haven't had an order returned by USPS yet.

Call the buyer's PO and ask why the package is being rejected. It could be something like a missing apartment number. It could be a PO error that they'll resolve and get the package to the buyer.
If the package is ultimately returned to you, you're not responsible for refunding according to eBay's MBG, however the buyer could easily file a chargeback through their credit card to get a refund. Regardless of the MBG policy, I believe refunding is the 'right thing to do', but I'll subtract my fees from the refund amount.
This is what I do when a package is returned with an address issue when the buyer confirms there's an actual address issue:
I generally handle these on a case-by-case basis. Sometimes I go ahead and issue the partial refund then I message the buyer after to tell them why. It depends on the item, the buyer, USPS and the circumstances surrounding the return.

I would not have contacted the buyer.
Let them contact you. Let them determine if and when there is a problem.
When delivery is attempted, it’s the same as being delivered. It’s up to the buyer to have his address correct.
If the buyer raises the issue, come back here and ask what to do BEFORE you respond to them.

Actually, the buyer did contact me first. I replied with the address I had from eBay--which he said checked out.
I told him I would look into it. He gave me the number for his local post office.

There are times that the postal carrier does not follow thru with the delivery and will put a bogus scan as the excuse for not delivering the pkg
Open the tracking info on the USPS website and have it sent to your email address
Then open a 'where's my pkg' case
Then call that local post office number

I tried doing the Where's My Package on the USPS web site, but got an error when I tried to submit.
The "local post office number" was the USPS 800 number, which just took me in circles dealing with a computer.
Any thoughts on how to get a human who could help me with this?

Go to USPS web site. Quick tools > send > find USPS locations.
Enter your buyers zip code, usually the first in the list is closest delivering PO and has their local telephone number, give that a try.

When I checked the tracking yesterday evening, it showed Delivered. The buyer messaged me today and said he got it!
