Who do I contact in order to have my tracking report reevaluated? My report want to a lower score because I had a combined shipments and the buyer paid for the first item on accident, but I had to hold that first item in order to ship all the other items together. So it messed up my score on tracking because I didn't send that first item on time.

I don't see any justification to have it corrected since it appears you are stating it's correct.
If a buyer pays you can't hold even if they want to combine.
Once it's paid for your handling timer starts.

Unfortunately, eBay doesn't reevaluate service metrics or seller dashboard defects. There are no exceptions.
You chose to delay shipping and shipped outside your handling time.
In the future just ship within your handling time when you are paid.

I'm not sure the first part is true.
I've had frozen tracking issues where tracking hasn't updated and I've had eBay remove inappropriate late metrics.
However, I had clear evidence it was an issue with eBay for not registering tracking data.
Intentionally not shipping within handling wouldn't be a suitable justification for correction though.
