i brought a phone worth around 200 GBP and i purchased it on the 29th of march at 1am , i logged on to my computer today to see the tracking information and to see it said it has been delivered , it said it was delivered on the 24th of febuary and it was with royal mail i have attached an image to highlight this , i definetly havent recived any parcel , i have checked with local neighboors and checked for a card thru the post and nothing if anyone can help about this it would mean alot maybe its an tracking number error or ebay error?

Most likely seller uploaded a fake/used tracking number. Ebay seller with 0% feedback and no selling feedback (ever)...good luck getting your phone.

If your seller went through the trouble of finding a used tracking number to deceive you regarding delivery, yeah, you aren't getting your phone.
Did you message the seller about the discrepancy? Not that they will answer, of course.

to see if eBay warns or blocks you starting a case
because the assumed delivery date is now over 30 days ago
(with no regard for the actual date of payment) and that eBay can no longer help you.

Please immediately report this to eBay.
Please do not open an Item not received case until you have spoken to eBay's customer services.
You can contact them through Help& Contact on your main page above eBay logo.
Click on this and go to bottom of page and select contact us.
Click on Buying and then click get help with an item that has not arrived.
Bottom left of page is have us call you ( Current estimate time 4 minutes) click on this and put in your telephone number and click on have us call you.
When they call you give them all the details and they will tell you what to do.
Good luck and if you are not satisfied with the outcome then come back to me and I will find another way to help you.

I think calling CS does not solve this issue.
I had the same issue but in domestic, not getting the item from oversea.
I called twice the CS and the both CS told you should wait until the maximum expected delivery date.
I think the answer is manual the CS got from eBay text book and when I contacted the seller, they did not do anything until the maximum expected delivery date.
They responded but nothing to investigate about the issue, just postponed the issue to the date. As their text book telling , they tell if you want to investigate , you have to sign on some paper and they have to file law enforcement or so on. Those are the eBay CS & the Seller manual in the case the buyer tell "Not received" but the Tracking shows as "Delivered".
In the OP's case, he/she purchased from US seller and ship to UK? So, he has to wait almost a month (the maximum expected delivery date)?
I tried to open a case but since the tracking shows as "Delivered", you can not open as INR. (the seller knew about this).
Also, I tried to report the seller but eBay does not allow to report like this case.
If you have any idea, please let me know. In my case, the conclusion was I've never received the item and the seller never contacted the carrier and never correctly investigated (such as check the GPS of carrier). Even it was domestic transaction, I wasted my time a lot (by calling the CS, contacted the seller 3 times).
