My address is in Toronto, Ontario, Canada. I ordered an item from a US seller. The address he received is:
1850 Airport Exchange Blvd #200
Erlanger, KY 41025
United States
I've never even seen anything like this.
This is completely ridiculous, and no amount of googling has brought me an answer, and the eBay customer care page doesn't have anything close to my situation.

That's the Global Shipping Program address, to which he will apparently be sending your item, and you will be receiving it via them. In other words, he's not shipping it directly to you; he ships it to Pitney-Bowes at that address, and they take it from there to deliver it to you.
I'm a little puzzled by your question, though; it sounds as if the seller can't explain that to you. Is there a problem in shipping your item?

Oh that's what it is! I'm new to eBay, I didn't know that was how Int'l shipping worked.
Thank you!

You are located in Canada.
Sellers can ship directly to you. If they do not wish to ship internationally, for whatever reason, they can opt into the Global Shipping Program. Seller ships item to the GSP in Erlanger, KY, and those folks ship out the item to the buyer.
