The new "International Shipipng" has a glitch?

I have always had all my listings toggled to ship Internationally through Ebay's GSP (global shipping program).

It wasn't until a potential buyer wanted to buy an item that resides in Germany that stated the listing didn't offer shipping to Germany.

After reviewing several of my listings, I noticed they stated that I only ship to the U.S.  I did find a few of my listings that show I ship Internationally.

I reviewed my shipping settings and nothing seems incorrect (shows I ship to all countries).

I contacted CS and they could not find why some of my listings are not showing that I ship Global.  I even ended one listing, relisted it, and it still shows I only ship to the U.S. (if you notice, the GSP toggle switch in the template is no longer present. We are automatically enrolled in Ebay's "new" International Shipping).  CS opened a tech ticket for IT. 

Has anyone else seen this issue?

Is this a glitch as the platform populates everyone over to the new system?  I hate it that I may be losing out on sales because my listings are not offering International shipping.

As far as shipping to Germany, i would research the German Packaging Act (VerpackG) on what the regulations are to ship to Germany. (For many this is problematic) Most likely that is why your shipping will not show up for Germany. That being said you might have other issues in regards to your shipping as well.

It has nothing to do with Germany packaging requirements.  Many of my listings are showing only shipping to the U.S. (no other country), when they used to have the option to ship Internationally.  Even CS couldn't determine why this was happening.

That is a weird one. Hopefully the glitch works itself out.
