Why can't I buy a product from the USA, although sellers ship worldwide. And also, in private messages, the sellers confirmed that they ship to Belarus.

For informational purposes, the OP may not have been able to purchase the military-issue jacket due to a mis-interpretation of ITAR regulations. 

There may be restrictions in place as to the distribution of current-issue military clothing of US forces to foreign buyers for security purposes.
