Here are a few ways in which the Global Shipping Program is a scam. I speak as a buyer in Canada buying frequently from sellers in the USA.
- shipping costs are generally higher and much slower.
- it is impossible for the buyer or seller to estimate combined shipping charges in advance. It may be that a combined shipping charge is not possible, I don't know, because I have never submitted to buying several items at one time from one seller without knowing the total combined shipping cost in advance.
- ebay automatically calculates Canadian taxes and duties, and their own healthy service charge for collecting these, on any purchase over $20, when Canada Customs does not collect on USPS/Canada Post deliveries below $60.
- sometimes there is no rhyme or reason to the GSP shipping charges on identical items (I buy a lot of used vinyl records). I strongly suspect that ebay is using the same kind of software or whatever as Amazon to jiggle the prices depending on who is buying, what they're buying, etc. (Amazon has a system that constantly changes the price of items depending on your past purchase history and/or the recent popularity of the item on their site, as purchased or even just as viewed.)
- ebay uses some sort of substandard courier service, not national postal systems, to deliver the item. This service is slow and unreliable. I had an item delivered to two wrong addresses nowhere near my home. How is that possible? Luckily, the recipients returned them, but I do not want my purchases to go to people I do not know in my community.
- the standard buyer protections do not apply. When I experienced the delivery problems mentioned above I was told that if, for whatever reason (and ebay acknowledged the mis-deliveries and hired a new courier for the job), my package could not be delivered on the third attempt, it would be destroyed and not returned to the seller and no refund would be issued. This is precisely what happened in my case, even though the address was correct. Since then ebay has refused all comment and ebay and paypal have refused a refund claim for the item, even though, astoundingly, they approved it for the delivery charge, as they acknowledge that the item was never delivered.
- buyers: tell sellers you won't use the Global Shipping program. Sellers: don't use it. The old system worked fine.
- After ten years and tens of thousands of dollars spent on the site, I'm closing my account later today. As a matter of principle, I won't deal with a company that won't honour its policies. I'll spend my money elsewhere.

GSP charges to Oz (with NO import charges) - $30.00 AU

There's yet another element to all this. Here I am in Canada, a country, like many others, with a failing postal service. Two years ago Canada Post proposed and began to implement the complete abandonment of home delivery in favour of neighbourhood mail boxes you would walk to to get your mail - in the Canadian winter. Parcels too big to fit into a tiny mail slot would go into a shared parcel bin.
Elections and a new government put a temprary halt to this project. But revenue is declining because of the drop in letter mail (bills, personal correspondence, etc.). Their big strategy is parcel delivery.
And lo and behold ebay comes along and strips the USPS and Canada Post of all its cross-border business and hands it to a company like Pitney Bowes, so my national postal service can lose more money and service can decline even further. I won't be a part of it.

In my experience the GSP import fees are triple the cost that would otherwise be applied by Canada Customs; in addition, the shipping fees are relatively high and because the item hits multiple (indirect) destinations along the way, there is greater potential for the item to be lost and it will absolutely not arrive faster than conventional shipping.
Try calling E-Bay and you will get the runaround when confronting them with this information. If a buyer can report a seller for inflated (e.g., profiting from) shipping fees, why can't E-Bay be reported for same when it comes to GSP? Because they are policing themselves, and that's the beauty of this scam!

I had no idea they were charging my customers so much. One kid in australia just wrote me and they wanted 28 dollars shipping for him to get a Conan book he wanted. this is Highway robbery and I will NOT be a part of it.

Solution is simple, don't buy from anyone that uses the GSP.

I'm sorry but the only way I will ship internationally is by using the Global Shipping Program. I'm covered - I have no forms to fill out - I don't have buyers asking me to misrepresent a value on the item - I don't have to worry about tracking - so it's a win win for me - otherwise I would not be shipping internationally.
I can understand buyer's concerns - but you would never even have my item to consider as I would not ship internationally otherwise.

Sellers can change it though. I contacted a seller about using USPS 1st Class International when the GSP shipping cost was around the cost of the item. The item was small and lightweight and under the recommanded amount for GSP.
The seller immediately replied with a suggested USPS postage cost which I agreed to pay. The listing was immediately changed to USPS 1st Class Int and I bought the item then and there.
US sellers who insist of using the GSP - you have NO IDEA how many sales you are missing out on from cashed up overseas buyers.

Australia Post's solution to declining letter deliveries was to slow down the time it takes to deliver just about everything and to have a two tier letter postal charge system....but the more expensive option appears to be no faster or more reliable. Pfftt.
They also increased the postage charges for domestic and international delivery to frankly a chronic expense. I won't be posting my usual sized Christmas parcels for friends and family ever again. it would cost me hundreds of dollars.
Aust Post also tried to get the Mon-Fri suburban deliveries to 3 days a week but there was a public outcry so it was scrapped.
The one decision they made that I can see was a very good one, was to have our regular posties also deliver small parcels that can fit in a standard letter box as well as letters. That has been brilliant.

Canadian buyer here. On my last purchase, the so call ''Global shipping program'' fee was added to my purchase. This amount never was disclosed BEFORE the transaction. I understand thart American sellers have to many clients and dont need my business. Message well received and understood. Never again I will purchase anything from a seller using the Global shipping program scam.

It is actually threatening, frightening, almost reads like an assault.
The global scheme is indeed even more expensive than USPS international, such as, it doesnt make sense to buy, the lowest possible charge would be USD 20, and steep increases if theres any weight + full VAT and customs charges. It makes no difference if you re export the items, even where they came from, or if you are under the VAT threshold.
Well Sweden now also charges VAT on all imports from non EU
But VAT has always been subject of criticism, as such it doesnt yield that much but it puts some burden on people with low income. As for them, if they have more money avail, they can spend more, often that would be ordinary retail (they are consumers).
Only rich people would benefit, as they have means to invest money, they may have surplus money, they can avoid paying too much tax, infact totally legal they can firstly expand a business or invest, instead having to pay tax on all the profit, its quite natural of a process.
as a salary receiver, of course all is taxed.
Some say the VAT is a double taxation. But what I think, in recent years economy isnt good and since the Euro prices doubled, more than that, rents are more than 30%.
People dont have surplus money they have in fact debts!!!
So if they should have more money, they would spend more into retail, they charge them VAT so they have less to spend. It looks like some 60 billion in the UK from VAR but in the end it is levelling out pretty much.
Think if ALDI and Walmart dont no longer have the benefits money. It adds drive to their turnover, its almost a basic income for them, increases their turnover. If you cut that out, their turnover is lower, others pay higher prices. So you cut some costs but you loose most of it again because it is not investment money which goes offshore or into some properties.
Anyway. Im below VAT threshold and it only applies to EU. Less than 40% is Europe sales. Should I pay full VAT and import tarriff perhaps because the system can not know consumer or small business?
Almost certainly its a mechanical turk who just doesnt care and doesnt ask.
So I buy things from China and dont pay the VAT (legal because well under threshold). I dont pay importation tax because its small amounts each time. A lot is reexported again.
Id have to deal with it some day, when I really have any actual money in my bank account at the end of the month!
Maybe I have half what a benefits receiver has. I should pay full VAT + importation + very high shipping costs. I couldnt. The chinese seller makes the sale. Of couse.

Maybe you complain but recently i have been looking at the history of VAT in the UK.
Until recent years it was a very small surcharge. Only recently it has been increased to as much as 20%, used to be a few percent like these sales taxes in the US when the sale is in the same state.
Hows that for a small business in Sweden, who wants to export, they have to pay full VAT and import tarriff because the online sites where they buy are mechanical turk. Even if legally they dont have to pay the VAT, often could recover most, and if they dont have any real money or assets they are not bothered for income tax or import tarriff
Here in the UK its some GBP 12000 or so a year, before of that, theres no income tax.
Read the news all days and be scammed with discussion of bitcoin, its only affecting people who have surplus funds they want to hide. Do you think you get it faster or better or more than from the ATM? But they really discuss it all day. Sure more and more people buy bitcoin and the value goes up but if many sell it would collaps.
Its so out of this world.
