I have a buyer claiming they didn't receive a basecall card I sent and opened a claim. Normally I just refund the buyer and submit an insurance claim and all is good. This particular card is showing delivered on 2/20. The buyer wont respond to my messages trying to confirm non delivery. I would like to resolve this matter, does anyone know if you can submit an insurance claim on items that show delivered but buyer is saying they didn't receive?

I would probably just refund him and put the claim in, but not for a full 3 days after the item is marked delivered. These items get marked delivered in the ESE when they leave the sorting hub and go to the local post office, it can take a few more days before they arrive. I'd start by explaining that to the buyer and ask him to give it a bit longer. Tell him that if it hasn't arrived by Monday you will refund him.

If your ESE received a "Delivered" notification, you will probably not be able to file an insurance claim, since eBay will see the "Delivered" scan, and deny your claim.
And the ESE may definitely be delayed for final delivery to the buyer for several more days (or longer), due to employee shortages, weather, mechanical and/or computer issues, and so on.
Another glitch in the system.
