I purchased an item from a seller in Hong Kong and it said the item was delivered on August 17th but it was not. I went to the postal service the next morning only to be told that they don't use Speedpak tracking numbers and therefore could not give me any information at all about the package. The seller told me they would try to get a USPS tracking number on August 23rd but I've received nothing. I asked eBay to step in today, explaining the situation, and my request was closed almost immediately because the "tracking number says it was delivered" so I will not get a refund.

At this point I'm at a loss for what to do because I spent a lot of money on something that definitely never arrived. I'm so disappointed and have just really lost my trust in ebay's buyer protection. I've never had an issue with any other package being delivered. Is there anything else I can do before I try to file an appeal?

If you paid by credit card as you always should, contact your card company. If not, contact they payment service you used. Once a tracking number says delivered, it's a problem. That is a hole big enough for a package to fall through.

From learning about working with suppliers from China, when an item is tracked, and it shows that the item has been delivered, that means a China courrier has recieved the package from the seller, and delivered it to the place where it was shipped to.

The seller likely shipped the item to a fulfillment center by local currier, and once it is processed, the fulfillment center will forward the item you bought to you.

When an item is shipped from China, (if it was shipped using economy shipping) that is where the tracking ends. Economy shipping is only tracked in China. As far as eBay is concerned, it has been delivered, even though you as the buyer, have not received it.

Once the item goes through customs in China, it will need to clear customs in the U.S., then it will be delivered to you. The U.S. courrier (DHL, USPS, UPS, etc) will not be able to provide any delivery details related to your item's delivery date.

It's always best to request that it is shipped using standard or express shipping.

Does it show where (zip, city, country etc) the package was delivered? If it doesn’t specify your city or zip code, contact eBay pointing out that it was not delivered to the shipping address.

I was able to get the USPS tracking number for a SpeedPak from Hong Kong by emailing cs@orangeconnex.com. I send them the SpeedPak # and they replied with the USPS # within about 14-15 hours.

I'll try this! Thank you! The seller still has been no help to me and I'd like to do anything I can before submitting an appeal to eBay.

You have to hurry @tyuniebun because tomorrow is day 30, the last day you can file a follow-up request on eBay, now that you didn't win on the first request.

After OrangeConnex/SpeedPAK replies with the USPS tracking number, take that to the post office, to ask where it was delivered. If you find out that it weighs too heavy or too light to be your item, or the package label has another person's name and address, get that in writing or photos and come back here for help.
