Got this error today and still cannot print shipping label for international shipping.

Can eBay hire some qualified software engineers so they can provide more useful information about the "errors"?

Are you using a VPN?  If so, try pausing it ans any ad / privacy  blockers.   I find that if I go to print a single international label,  all those things have to be paused, whereas when printing international labels during a bulk print nothing has to be paused.  You could also try pay pal or Pirate Ship for printing your label.

thanks sassykzt, I'm not using VPN, and since I'm shipping to UK and want to use "ebay international shipping", which is cheaper and faster at this time.

Just contact customer service and they are not helpful - they thought it may be IT issue and will contact ebay IT support.

My understanding is if something goes wrong, the ebay should at least provide some useful information and tells you why we cannot proceed.

I'm so sorry that wasn't a solution for you!  All these glitches we have to endure 😥!  Another option is Pirate ship.  They have  a service : simple export rate  which is comparable to eBay intl shipping.  You just have to chat w/ a rep and have them send you an invite via email after you open an account.   I've been using it for 3 wks. now and saved a bit of $ shipping to Canada, Australia, and Japan.    I've had issues w/ eBay Intl shipping -- they repackaged ( removed most of the bubble wrap) & damaged items.
