In Part it reads:
July 1: Priority Mail and Ground Advantage
Priority Mail and Ground Advantage rates will increase for most shipments up to 10 lbs. The increases vary by weight and zone. You can check how these changes may impact your shipments on the eBay shipping calculator beginning July 1.
Additionally, Priority Mail Flat Rate costs are increasing, here are the new rates:
Flat Rate Envelope $8.18
Legal Flat Rate Envelope $8.47
Padded Flat Rate Envelope $8.95
Small Flat Rate Box $8.71
Medium Flat Rate Box $15.19
Large Flat Rate Box $20.69
July 14: eBay Standard Envelope and Media Mail
First Class Mail and eBay Standard Envelope rate increases are listed below, and the eBay shipping calculator will be updated again on July 14 to reflect these changes.
1 oz $0.69
2 oz $0.97
3 oz $1.25
Media Mail:
Rates will increase an average of 9.9%

It's better to put 15 oz for anything less than 15.999 to be charged correctly.
For the package I'm sending out right now if I put 1 lb or 16 oz the cost of the label is $8.00
If I put 15 oz the price is $6.66
The actual weight is 15.8.
Putting 15 is the only way to put the item in the correct pricing tier.
Unless you want to pay more for no reason.
Good point. Oddly 1 lb is fine on Media mail, but Ground advantage would be 15.99. Thank you for catching that.

Pretty sure it's fine for literally everything not Ground Advantage.
When GA was created merging First Class package and Parcel Select they created an odd 1 lb tier.
It's literally only for 1 LB exact.
12.01 -> 15.99
1 lb
1.01 -> 2 lb
It's a weird little tier that's for exactly 1 lb.
Now the retail rate for those two tiers is identical. However the commercial rate, which you'd pay on eBay is different.
IMHO USPS needs to drop it and just merge it into the 12.01 -> 1 lb.

I see no difference in ground advantage retail or commercial. Both of these links are from the USPS website. Unless there is a newer version of the new rates, I see no change.
I think the rate that is changing is the commercial plus rate that is not shown on the website. This is the special below commercial pricing that ebay and pirate ship, etc like to tout about. The rate never should have been referred to as ground advantage or the reference should have been made clearer.

Thanks for the insight. This is good to know for my personal shipping as I don't sell on any site only sold on eBay when I did.. Started in 2008 stopped late Oct 2021. Found that the bridge between retail store $ & eBay was quickly shrinking. Sourcing stuff for pre-owned items prices increase and the "good" became scars and folks like Goodwill opened their on line sell of those "plums I used to sell. My larger reason for walking away is our 5.83333 y.o Grandson. Can't get enough of him and he luvs staying over night at Me Maw's and PaPa's. Thank God for kids. especially when on is a 44 model and my newer bride of 40 years is a 45 model Lone Star Lady. We have been hooked up for 42 years. She likes beer and dancing on cornmeal floors (hard to find here in GA.)
