Simplified Returns Wont Help eBayr - The system is not working

Hello folks eBayers.

On eBay for 20 years, and have seen all here!!

 It fill that Ebay is trying get less loss as possible, with this new system... I have 4 unfare cases over last 30 days so far, won only one, where buyer is clearly abusing policy, and need to go trough suspension/educational process, where they learn even to buy. We do not have a time to go trough, but everyone just have to!!

Here is the most common one - Received return from buyer. He send back not complete return.

Ebay will say we on seller side, but after return is started, you can't turn, and after item is arrived, they will say we fill sorry, and please tell as what we can do for you. 

Well at lease teach the buyer, then refund original shipping charge, if buyer missuing return, charge him to ship it back, and charge him for whole thing and grant money to seller.

Well some say it is to much.

Hi I received back motor, and it is not in condition I send it to you.
Please explain:
1. Why are blue and green cables are pinched and red cable is cut off?
2. Where is Capacitor, and the cable box with switch, why you don't sent it back.
3. You sated that motor is not spinning, it is turn only by ranch, this is not right,you received motor that in reconditioned shape, and shaft is spinning.

may have happened in shipping to or from me , no idea, never got far enough to hook it up to electric as its shaft would not turn without using a wrench so never really looked at wiring at all

And I have respond from Seller:

1) no idea we never hooked it up to electric , when we could not get the shaft to turn 
if any wires pinched must have happened in shipping to or from us
2)we sent back motor , that was what we got 
if you will lool at my purchases you will see I ordered a capacitor to go with it 
tempco 7.5 mfd /370 vac
3)shaft would not spin for me or for motor shop, if you got it to turn you must have worked on it somehow to get it moving
or used another motor.

again, I used to be in electric motor business, I know when a motr is in working order and when it is not
I am assuming that the packing was not adequate to have the motor survive the trip ???
no idea , did not work here
