Should I have chosen item not as described instead of not delivered?

I started two cases with two different sellers for items $10 each and I have a 3 year old account and I have never done this. tracking says it was delivered but also doesn't say what the address is maybe they just didn't write it correctly. Either due to seller or post office incompetence either way I didn't receive my two items. 

I wasn't sure if I did it correctly or if I should have chose items not as described to help my chances of getting a refund.

If they show them delivered and you didn't get them, you need to contact the post office and have them check where they were delivered. They won't tell you anything except that they weren't delivered to your address, if that's the case. If that's is the case, you can request that they tell you that in writing. You can then use that to appeal the eBay case. 

I would suggest that you sign up for a free USPS account. That way when you get a tracking number it will tell you if it is coming to your address.

If you can't get a refund from eBay, you can always fall back on PayPal and/or your CC company.

I did call my post office even though they were supposed to call me first I filed a claim. That's something I didn't ask which I will next time is where did they deliver it to because all they told me was they couldn't find it. They were acting like they couldn't care less so I filed a complaint this is not the first time this has happened either I'm so sick of it.
