Each time I make a listing I mark that the seller will pay shipping, but the final listing says the buyer will pay shipping. When I talked with an actual human agent, he said he would correct the problem. No correction was made. How can I offer free shipping to my buyers?

You need to manually edit your listings and unclick "Free Shipping" if you want the buyer to pay extra for shipping cost. The way it is now your price includes shipping cost. I agree with the above comment change your shipping carrier from UPS to USPS. It's cheaper.

Right. The buyer pays YOU and then you use that money to buy the postage.
Thee buyer isn't so much "buying" the shipment as he is reimbursing you directly for the shipping costs.

My understanding is they want to give the buyer free shipping, which to me it looks like they are on all the listings I viewed so I'm not sure what they mean.

You want to have "free shipping" for your buyers and you HAVE free shipping for your buyers!
I'm not seeing any revisions to the active listings I looked at so I'm not seeing where it shows as "buyer pays shipping."
I think you both misunderstood the OP. They WANT to offer free shipping.

All the current listings have free delivery. Make sure you have the correct box checked for that service on the new listing. Somehow the box may have been unchecked for that service and is now showing calculated shipping or flat rate.

All the listings of yours that I've looked at indicate free shipping. I hope you understand that means that you, the seller, pay the shipping. There is no such thing as shipping where neither the buyer nor the seller pays shipping.
BTW, when listing fabric for sale like the blue fabric you have, the fabric content is important to most people who purchase fabric. Nylon, rayon, something else?

My concern is that this new seller may misunderstand the "free shipping" concept and may think that neither he NOR the buyer will need to pay for shipping.

I would suggest you use USPS Ground Advantage. It's usually a few cents less, and includes insurance the whole way. UPS Ground Saver only insures until it is handed over to USPS for final delivery. After that no coverage.

Assuming this is your selling account...I have to ask are you 100% sure you want to offer "free shipping"?
You have all your items weighed and measured and have the boxes already? You have DIM WEIGHT all figured out? You know all the different zones?
Maybe you re-think free shipping until you get a bit more seasoned.
