Sold my first item, but was advised by Ebay I did not charge enough for shipping?
Now in the Policy name portion of my listings is the following: Calculated : USPS Parcel , 3 business days(391134346022) which I am not allowed to delete. This prevents me from entering a shipping cost of my choosing.

Change your shipping policy to be calculated in the BUSINESS POLICIES page, not the listing.
Easy Peasy.

You didn't charge anything for shipping, it has free shipping.
When you use calculated shipping, you need to enter the correct weight and dimensions of the packaged item in your listing, so the shipping can be figured.

Just an FYI: For the sale of the jersey (or any subsequent sales), you aren't allowed to charge the buyer any extra for shipping in cases in which you underestimate the cost.

Your only options are 1) Select the shipping service which you are required to use and pay the shipping cost cause you have "Free Shipping" (you pay the shipping in this case) Or 2) Cancel the transaction and get a defect on your record which is not recommended to do especially as a new user. I would recommend ship the item out at the agreed upon shipping service and eat that cost. Then continue your business the way you been doing which is calculated shipping cost which the buyer pays upon purchase. If you ever do free shipping again which I do myself make sure you know the cost of shipping to domestic locations first before listing your item. Once someone purchases the item or bids on the item you can't make changes.

I don't use business policies, but I believe what you want can be accomplished by editing the current policy or adding a new one set up to your liking. Once you change your listings to have the new policy you can delete the original (which is probably an eBay default).
Or you can opt out of business policies all together and set your shipping individually on each listing.

As a new seller, you might find it helpful to set the shipping individually on all your listings.
Setting the shipping individually would allow you to get a feel for how much shipping different items will cost without losing money on the total sale.
Ebay provides a shipping calculator to help you determine how much shipping your item will cost:

If you intend to offer free shipping on an item, make sure the total cost of your item factors in that you will be paying money out of the sale to ship the item.
