Someone bought one of my items, and the address is in Guam. I am in USA proper. I printed out the label as Ebay gave it to me. I usually scan my packages at the post office kiosk before shipping so I have a receipt with a record and incase the package goes missing at the post office (It's happened once before). The kiosk said I couldn't scan it and to input a US zipcode. I asked at the desk and they handed me a bunch of forms, said customs forms are needed, that my box needs to be much larger to accommodate the customs forms, and that shipping will probably cost more than I paid. I didn't know customs forms were necessary for US territories but that's what they said. I contacted Ebay support and they said I need to void my label and buy a new label on USPS.com instead. I'm finding it all confusing, and I'm not looking forward to paying extra shipping, especially because the item is so small.
Has anyone had this issue? Any ideas on how to easily resolve it?

Yes a customs form is required for Guam.
BUT - If you bought the shipping label on eBay starting from the sales ticket as usual, eBay would have automatically included the custom form as a part of the label. Did the shipping label show an address in Guam? Don't see how you could have bought the label on eBay and not gotten one.
As for the box size - what size is the box?

As already posted, yes a form is needed, but only if over a pound and then ebay prints a combination Shipping Label/Customs Form to use.

The item is definitely under a pound, it's a super small figurine.

The box is 4x4x5. Ebay just gave me a regular label, no customs forms at all, and the package is shipping first class. It's a bit odd.

If under 15.99 ounces no custom form is needed to ship from the US to a US territory such as Guam, and is why ebay shipping did not print one. So I don't know what the PO is talking about.
Here it is the official info in the USPS DMM. Look at section 2.4.1 and the associated Zip Code table. Note this is for mail "from" the US. Don't be confused by section 2.4.2, which requires forms for mail "to" the US.

I also have a package to be shipped to Guam (less than 1 pound), and Pirateship is requiring a customs form.

PirateShip has you fill it out, but appears not to actually print one depending on the information you fill in. You might want to ask PirateShip about this.

USPS says minimum package size is at least 4 inches high x 6 inches long x 1/4 inch thick.
