Shipping to Germany not excluded, but Germany not listed in "Ships to:" countries?

I have two books listed, and they should be more-or-less identical, but a customer in Germany asks that I ship both to him... but Germany is not listed as a destination for one book.

One book DOES allow Germany:

>Gabon Republic, Gambia, Georgia, Germany, Ghana, Gibraltar, Greece

For the other book:

>Gabon Republic, Gambia, Georgia, Ghana, Gibraltar, Grenada, Guatemala

Not sure why one lists Greece and the other does not. But I have not specifically banned ANY countries as destinations under either listing. How do I fix this?

I experienced and still experience the same problem. I buy model car kits or parts for them in the US and live in Germany. The sellers usually are private persons, not dealers. Several of them ship internationally but Germany is not listed as "ship to" or in the exclusions, as if Germany wouldn't exist. I asked some of those sellers and their reply was they click on allowing international shipments but they don't restrict any countries. Still Germany (and maybe other countries as well?) are excluded, automatically. I even had two different items from the same seller at the same time, one could be shipped to Germany, the other not. Both were kit parts.
